In short, installing the game onto your hard drive as well as the HD texture pack will have the Xbox's bandwidth saturated since the game will try to pull both the standard textures and HD textures from the HDD at the same time. You will also have standard/HD textures fighting each other to be displayed on screen. Therefore, you might not always be getting HD textures displaying before your eyes.
