No, Battlefield 4 is not free. However, they are giving out Last Stand for free till May 24th. It is for all platforms, so if you like Battlefield 4 or have it, I HIGHLY recommend you getting it.
Here is the link I used. You can do it on the computer (what I did) or on the console.
