This I something that CAG Gemini would have to come up with but to be fair I have give it thought over the last few weeks and to be honest im not to sure how or where you would start with marksman and the division as its not your typical k/d game that you can base a marksman on.
Generally I feel it would potentially have to be a feeling out process so that people that applying are a fit and not otherwise.

The only thing that I could maybe see would be dz level. But even at that, it isn't that hard to rank up in.

Even with Dz level people are pretty high in it already for example tastylemons I believe is hitting near 70 and I believe khaylius is pretty high also.
When it comes to others you'll find very little people currently low level thats why marksman this way I feel wont work.
People will apply ,read that marksman is a certain PvE level or PvP level and then say " Hey im that level already,does that mean im in?"

Weather easy or not it still meant that you earned something to achieve your CAG membership.Earning marksman isn't and never was about being hard but actually having the ability to use teamwork with other members to make things achievable.
