I thought Randy was always drunk, like grandpa...
So, I ended up finding a perfect little opening thing that people seem to like a bunch:
Do you enjoy winning games? Do you want your K/D and Win/Loss to be higher? Do you like having a full team of people to play with instead of scrubby randoms? If you answered "no" to any of these questions, then CAG is not for you.
Bump.
Some really good info in here on recruiting.

Best wayto recruit is through communities on the ps4 guys get them to register and apply. Bumping the Cod forum threads and being active in-game is key. I know its the end of the games cycle but a last push always changes the way the next game cycle for the clan.

Communities on PS4 have proven to be one of the best ways to reach a mass amount of people. It literally gives you a list of hundreds of people who are actively seeking a clan to join. Best advice is throw on some music and power through the list and send individual messages out to the users on those communities. Reaching out first can go a long way with potential members. Over the last few days I've sent out 250+ messages on PSN asking people if they want to join a clan.

Play in game chat and go with a party of 4. Look for people who are actively playing the objective or "communication". Once you grab two invite them to a party. Play few games then (throw the bait), tell them about CAG in the "simplest" way possible. This method has worked for me in the past and I'm almost certain works 90% of the time. Now to do this method it can cause issues since you could lose games or what not if the other two don't listen
