I am going off what is listed below. I know what you mean as you met all the requirements but the full 6 squad members If higher ups want to override it and allow a squad of 5 then thats there call. I can not make that decision. Just letting you know.

Tactical Precision Team MedalThis Medal is earned by a Full CAG squad of 6 whose total deaths is less than 20 combined

For COD: AW total deaths must be less than 25 combined

1. No kill/score streaks allowed.

2. Must post on Forum who in the game.

3. Must have a screenshot for proof.
