Speaking with Nasty Gnome, it does not sound like he is willing to complete the forum portion of recruitment. I'd advise removing him from the list as well. I guess if he changes his mind he can probably reapply

There are only a couple of people with the ability to process awards and turn recruits in to new members. They also have other things to attend to on site so apologies for any delay but it will be done
