Yes by all means you can make it aware once completing your sharpshooter/expert etc that they need recommended.
As for marksman and Dogg ribbon awards your respective officers will be on top of this and know when your recruitment process ends and weather everything's up to speed.All is required by yourself or any recruit for that matter is patience.

You marksman and dog ribbon are awarded to you once you complete your games and your 2 week trial is up. At that point you can request any awards you have earned. Untill you are a full member there are no awards.
