I didn't think when I started this thread that it was going to turn into this much work for everyone.
The fact of the matter is they do have to be active. To earn their marksman to become a member they have to post their scores, I believe they have to have 25 posts. Also This clan revolves around the website. They don't have to post once they are members but it will benefit them greatly.
