That's per character ... when you are on the map screen ... the solid circle bar around the vanguard strikes and crucible display how much progress towards the 100 marks you have for each for the current week.

But marks aren't something you can trade between characters.

Merzin, everything is chance, my honest opinion is to just play the game, ive gotten all of it from just playin, its all luck based nothin to raise or lower ur chances, cryptarch is nice to get engrams but ur other reputations do the same, if i was u id still to one side n just do it for awhile. By side i mean PvE or PvP, i kno PvE is very slow process but in my opinions its funner, i have over 170 hours in and i garantee u that 2 hours or less are in crucible, im sure most of my gear came from helpin my other CAG brotheren also, just play the game and enjoy it, ull start to get purps in no time, if u wamt garantees stuff than buy them via quartermasters and Xur. I have purchased 3 items via vanguard and 3 via Xur.

Also ive "farmed" before and ive gotten absolutely nothin from it, i really mean it, all i got is materials and because of this "farming" ive got over 1000 plasteel plating and 800 weapon parts. Trash, just trash

You are so right about the farming , all it netted me was an ass load of weapons parts and plasteal .

It's much more fun doing bounties with friends .
