There's more than one place that will buy it, that much I remember. Look at the Tower map, the factions are probably what you are looking for, like New Monarchy, Dead Orbit, Future World Cut, ... maybe a Vanguard something or other.

Edit: I'm now thinking that it was the Crucible Quartermaster and the Vanguard Quartermaster.

I took it to the crucible guy. You can also take it to the new war guild and new religion guy too.
Pondered upon a rainy plateau, with a coal forge, and many dragon.

Obviously I'm joking, it would be fairly difficult to get 40 kills as a Commander with only a few cruise missiles during the match.

But take it as a challenge!!!!!

Yeah that sounds insanely difficult! I knew you were joking. I think it has been done before by somebody. I have seen some nasty feeds with cruise missles getting 6+ guys.
