That was not your typical Brazil. Outside of the weak goals, their passing was not to their usual standard. Croatia also made mistakes and should have made better attempts out of their chances.
On a scale of 1 to 10 for bad penalty kicks given, I'd give that one an 8. His shoulder was tugged but that isn't typically called for a foul anywhere on the field (in any decently referee'd league).
