I tried to climb on the railing but couldn't ... it looked like he got his buddy to spawn on him, which put the buddy on the railing.

I was wondering the same thing, I wouldnt be able to get up, but one game when I was looking in my scope I saw the hatch was open

There are many ways to combat snipers on buildings in BF4.

The support class can ruin their day with the XM25 Airburst or the Mortar. The SUAV, unlocked via a China Rising assignment, is a remote-controlled drone used to recon (tagging and laser designating) but can also plow through ppl and roadkill them.
