Jackfrags, a youtuber, was talking to Alan Kertz, the Lead Core Gameplay Designer, about changes from BF3 to BF4 ...
Heavy Barrel is more about initial accuracy rather than damage over range.
The suppressor's range penalty is removed, it's downside is lower bullet velocity.
