At first, I was thinking the same thing. However, too much room to run, the pigs would have gotten the F out of there. I think it would have been much better to create something like what Morgan Jones had done in the city. Created traps for the walkers to get stuck on and set animal traps just outside reach. This way they always go for the bait, stay away from the fences, and are stuck on posts and can be killed easily.
