Sorry to sound like I am arguing, call it desperation to know that I will get my X1 on time, but the article that you are citing was written and posted Aug 27th. This was days before the actual launch date announcement. The launch date is actually Nov 22. It was announced by Microsoft, but they also said they needed to do some upgrades to things like the CPU, etc.
Rumor has it that the X1 will come out with an AMD Volcanic Islands processor, which has not been revealed yet because AMD does hasn't revealed the details on that chipset. That will be announced later in the month, so we might hear what the official ruling on CPU will be around that time. Microsoft is under NDA to not release any information without AMD's consent.

XBOX ONE RELEASE DATE
The Xbox One will ship in the UK on the 22nd of November, exactly eight years since its predecessors launch, that launch will include 13 initial countries, namely Australia, Austria, Brazil, Canada, France, Germany, Ireland, Italy, Mexico, New Zealand, Spain, UK, and USA. It will go Head to Head with the PS4 over the holiday season, which will be available in the UK one week later.
