Whether intentional or not Walmart will let you purchase the Oceanic Circuit skin for 35 cents on their website. Previously you had to preorder your copy of Halo 4 from Walmart to get the deal, but now the exclusive skin is available separately. Then the code will be emailed to you sometime after you order.
U.S. Only unless you provide a false email address/phone number that seems American.
My only concern is that video games will go down the path of selling items like this to force more sales. Hopefully it is only Walmart.
