You talk to your party like me n couple my friends stay in party chat. But yeah there is no in game chat thats how they were able to keep in rated T. Thats the reason I heard for it.

So I've been looking through the post and is marksmen give through crucible or strikes\raids?

The only in game chat if you want to call it that is your fireteam but that chat is even screwy lewy so from my past destiny adventures Xbox live party is the way to go
