cannot request award

I have completed the requirements for the dogg ribbon but am not allowed to access the award request. please advise?

Your fireteam leader has to recommend you for the award. Once you are given your Dogg Ribbon you can then request awards.

This is for all fireteam leaders, you are now going to have to recommend the recruits for their Dogg Ribbon, this will ensure that only legit requests for the Dogg Ribbon are granted.
